Changes to Our Value-Based Programs

Horizon Blue Cross Blue Shield of New Jersey is making changes to the Value-Based Program (VBP) for practices and organizations participating in the Adult Outcomes-Based Program (OBP) or the Shared Savings Program. VBP participants have provided feedback indicating that many have matured beyond current program designs and desire a program that more strongly aligns practice compensation to practice performance, based on quality and costs.

To make this change we will work with impacted practices and organizations to transition to our new VBP, effective January 1, 2019. The value-based agreements for the Adult OBP and the Shared Savings Program will either not renew or be terminated on December 31, 2018.

Horizon BCSBNJ hosted three webinars to discuss the sunsetting of the Adult OBP and to provide participants with information about their options to participate in a Horizon BCBSNJ VBP. Practices participating in the Shared Savings Program will receive additional information including our updated Value-Based Agreement and Program Manual that outlines the new program.

Please be sure that all VBP participants in your practice are aware of this change. In accordance with Horizon BCBSNJ’s current Participation Status in Products that Utilize Tiering and/or Subset of an Existing Horizon Network policy, participation in Horizon BCBSNJ’s VBP in 2019 helps ensure that value-based Primary Care Physicians remain as OMNIA℠ Tier 1 for Horizon BCBSNJ OMNIA Health Plan members.
