Business Process Improvement/EPMO

The Business Process Improvement (BPI) division works across Horizon BCBSNJ to identify and direct process improvements that support the Company’s strategy.

Commercial Business Unit

Horizon BCBSNJ offers a diverse line of products and services, which are developed and sold through our Commercial Business Unit. This division consists of multiple departments and market segments.

Enterprise Communications and Public Affairs

Horizon BCBSNJ’s Enterprise Communications and Public Affairs division comprises two distinct departments — Enterprise Communications and Public Affairs — with one shared mission: to educate and engage internal and external audiences across digital and traditional platforms.

Enterprise Operations

The Enterprise Operations Division provides high-quality service and support to our members, participating providers, brokers and group administrators.


The Finance division leads the Company’s financial functions consisting of Accounting, Corporate Tax, Financial Planning and Analysis, Treasury, Actuarial Services, Risk Adjustment and Security and Administration.

Government Programs

Horizon NJ Health, a fully-owned subsidiary of Horizon BCBSNJ, is the leading Medicaid and NJ FamilyCare plan in the State of New Jersey. Horizon BCBSNJ offers a comprehensive array of services and health plans to over 700,000 members covered by public programs and provides services in all 21 New Jersey counties.

Healthcare Management and Transformation

HCM&T is the primary force driving Horizon BCBSNJ’s strategy to transform health care in New Jersey by providing access to high-quality, affordable health care in the appropriate setting, at the appropriate time and at the lowest possible cost.

Human Resources

Human Resources (HR) strategically manages people and the workplace culture and environment. The actions and guidance provided by the HR division enable employees to contribute effectively and productively to the overall Company direction and the accomplishment of the Company’s goals and objectives.

Information Technology

The Information Technology (IT) division addresses key business needs across the company. IT drives systems strategy and enables the divisions to leverage cutting edge technology to enhance the member experience.

Legal Affairs

The Legal Affairs division is responsible for Corporate Governance, Government Affairs, Legal and Corporate Social Responsibility.

Security and Administration

The Security and Administration Division focuses on the physical and cyber security of the enterprise. This includes: business continuity, disaster and recovery planning, crisis management, corporate services, special investigations and facilities and real estate management.
